78 Officers Serve Warrant After Booby Traps

LOS ANGELES — Two men who investigators believe are linked to a series of booby trap attacks on police in a town in the Southern California desert have been arrested, authorities said Saturday.

Seventy-eight police officers, deputies and federal agents served a series of warrants Friday night and raided the homes of two suspects — Nicholas John Smit, 40, of Hemet and Steven Hansen, 36, of Homeland, Hemet Police Chief Richard Dana said at a news conference Saturday that included representatives from the Riverside County Sheriff’s Department, the FBI and the Bureau of Alcohol Tobacco and Firearms.

Smit was being held on a suspicion of making a booby trap and assault on a police officer with intent to commit murder, Dana said. He was already facing charges for marijuana cultivation, Dana said.

Dana discussed few details of the case, but said Smit did express his distaste for the police department.

“He made a couple statements that made us believe that he didn’t like us very much,” Dana said.

Hansen was being held for parole violation and weapons charges.

Police reached by phone Saturday did not know whether either man had hired an attorney.

Authorities said they are still seeking two other suspects, and have offered a $200,000 reward for information leading to the conviction of those responsible for the attacks.

Since late last year, Hemet law enforcement officials and city property have been targeted seven times through booby traps and arson fires that investigators believe originated with the same group of suspects.

No one has been injured.

The most recent attack was a fire that set off ammunition at a police evidence building before dawn Wednesday.

Other incidents include a natural gas pipe was rerouted into the headquarters of an anti-gang unit on Dec. 31. The building filled with flammable vapor, but an officer smelled the danger and the building emptied before anyone was hurt.

In another attack, a ballistic device strapped to a fence at a gang task force compound sent a bullet within inches of an officer’s face.

There also have been fires at a police rifle range and another that burned four city trucks in a parking lot several blocks from the Police Department.

Passing Car Hits, Kills CHP Officer in Barstow

June 27—SAN BERNARDINO — A California Highway Patrol officer was struck and killed by a car while conducting a traffic stop early Sunday morning on the shoulder of 15 Freeway in Barstow.

Officer Justin McGrory McGrory suffered major injuries as a result of the collision and was taken by helicopter to St. Mary Medical Center in Apple Valley where he died, according to CHP officials.

McGrory, 28, of Victorville, was assigned to the Barstow station and has been a CHP officer since October 2007.

McGrory becomes the second CHP officer killed in the line of duty in San Bernardino County in less than three weeks. He is survived by his wife, a 7-year-old daughter, a 4-year-old son and a 1-year-old son.

CHP officials say McGrory and his partner, Officer Ryan Bostrom, stopped a vehicle at 3:38 a.m. on the northbound shoulder of the 15 Freeway at Hodge Road. The vehicle’s driver and McGrory were standing on the right shoulder, to the right front side of the patrol car.

A red 2009 Pontiac G6, driven by 18-year-old Rafael Garcia, veered onto the shoulder, clipped the right rear corner of the patrol car and continued north when he struck McGrory, according to the CHP.

“We don’t believe alcohol was involved at this point,” said Officer Mario Lopez, a CHP spokesman. “Our investigators are still trying to piece together what happened.”

Neither Bostrom nor the other driver were injured.

Garcia, of Las Vegas, Nev., stopped after the crash and was arrested at the scene on suspicion of vehicular manslaughter.

Services for McGrory are pending.

“Basically right now, we’re trying to provide as much support as we can to the family and the Barstow office,” Lopez said.

On June 10, Motor Officer Thomas Coleman died during a traffic pursuit in Redlands. Coleman, 33, of Fontana, tried to cross Alabama Street and was hit a big rig in the intersection of San Bernardino Avenue, investigators said.

Richard Perez, 20, of Redlands, is alleged to have recklessly driven a silver Ford Focus at speeds of more than 100 miles per hour while fleeing from Coleman, a seven-year CHP veteran.

Perez has pleaded not guilty to murder charges and special allegation that the victim was a peace officer, according to San Bernardino Superior Court records.

Brian Smith, 37, killed at least one of the victims of Monday's shootings, Dallas police Lt. Craig Miller said. Investigators tied Smith to a killing in Dallas because by matching the bullets found at the standoff, he said.

"We feel safe in saying (Smith) ... was the shooter," Miller said.

Dallas police declined to comment on a second death in neighboring Garland, where the standoff took place, because it was out of their jurisdiction.

Garland police spokesman Joe Harn said his department has not been able to make a definitive connection between Smith and the killing there, but acknowledged that he fit the description of the highway shooter: a balding, 40ish white man.

"We certainly hope it is him," Harn said. "But we are going to have to see more concrete evidence."

Two people were shot and killed and another person was injured by broken glass in four shootings along or near a Dallas-area highway Monday evening. Police believe the victims were selected at random.

Smith was in critical condition Tuesday night at a Dallas hospital from a self-inflicted gunshot wound. Police said he shot himself in the head early Tuesday morning after a brief standoff more than six hours after the shooting spree ended.

Smith had been a Utah state trooper since 1996 but retired in May because of "personal issues," said Sgt. Jeff Nigbur, a spokesman for the Utah Department of Public Safety.

The crime spree appears to have begun in Garland, where a man police identified as Smith jumped over a pharmacy counter at a grocery store and stole Oxycontin pills.

Minutes later, the first shooting happened in Garland when a driver pulled up alongside a small Nissan stopped at a red light and began shooting, Harn said. The Nissan's driver, 20-year-old Jorge "George" Lopez of Rowlett, was killed.

Minutes later on the same highway, a gunman shot and killed 42-year-old William Scott Miller, the driver of a United Van Lines rig, police Lt. Craig Miller said. Police said the driver, who was about to fly home to his wife and two young daughters in Frankfort, Ky., for the holidays, was able to bring his truck safely to a stop before he died.

"The act he did in and of itself I consider to be heroic," Lt. Miller said. "Despite being mortally wounded, he was able to control his rig to the point where other drivers weren't injured."

After the shooting of Miller, another semitrailer was fired upon a half-mile away on the same interstate. The driver, 46-year-old Gary Roberts, was injured by debris and glass but not struck by any bullets. His right eye was hit by shattered glass and he needed several stitches in his fingers, said Bedford Wilhite, who works with Roberts at Dugan Truck Line.
